Richard Kuper is an attorney who serves as Executive Director of the Miami-Dade County League of Cities (MDCLC), a professional organization that comprises the 34 municipalities in Miami-Dade County which helps protect local municipal home rule. Mr. Kuper also has an active law practice in public finance, governmental and administrative law. He is a lifelong resident of Miami-Dade County where he attended and graduated from the University of Miami Herbert Business School and the University of Miami School of Law.
Mr. Kuper began his legal career in 1988 as a trial attorney at the Law Offices of the Honorable Bennett Brummer, Public Defender 11th Judicial Circuit where he served until, he transitioned as Counsel and Chief of Staff to the Honorable City of Miami Commissioner Wifredo (Willy) Gort from 1993-2001. In 2003, Mr. Kuper returned to public service as an Assistant State Attorney and Special Counsel to the Honorable Katherine Fernandez Rundle, State Attorney 11th Judicial Circuit where he stayed until his transition to Executive Director of the Miami Dade League of Cities. He is a member of the Florida Bar; aFlorida Supreme Court Certified Circuit Court Mediator, Florida Supreme Court Certified Family Mediator, a Florida Supreme Court Qualified Arbitrator, an arbitrator for the Financial Industry Regulatory Authority (FINRA). Furthermore, he served as an Attorney Special Master for the Value Adjustment Board in Miami-Dade County.
Mr. Kuper’s civic and professional associations include the Cuban American Bar Association, for which he served as treasurer for two years. He also served as a board member on the Miami Beach Planning Board, the Miami-Dade County Charter Review Task Force, and the City of Miami Charter Review Board. Furthermore, he served as President of the ARC of South Florida, as a Board Member of Temple Beth David and as liaison to the President for the U.S. Conference of Mayors. Presently, Mr. Kuper is a member of the Florida Academy of Professional Mediators Inc, and the Miami-Dade Bar Association. He also serves on the board of the University of Miami Hillel, and the University of Miami Law Alumni Association. Additionally, in October 2024 Mr. Kuper was tapped as a Member of Iron Arrow, the highest honor attainable at the University of Miami.
